    Despite years of experience and billions of dollars, the peacekeeping force still seems to be failing at its task of protecting civilians.
    Haiti is bad.  This is worse.  Foot patrol is the way to secure an area. Roads support the infantry of the foot patrols. Paying the police at a good rate will keep them on the job.  Supervision Is required.  There must be courts trusted by all.  The whole thing is only metastable.  It requires constant attention. A "gold" rush is a disaster.  These have none of the above.  The state can start with the cities and work out. Bandits . . .

      Good Grief
      A proposed change to psychiatry’s Diagnostic and Statistical Manual of Mental Disorders would confuse normal bereavement with major depression.
      Bad analysis of the problem will not fix a bad diagnostic procedure.
      To fix a "Mind" The doc. should know the "mind" in question.  Interventions in ignorance, not of the specific mechanisms, those we do not usually know, of causal history is a formula for disaster.  Talk first.  Medicate later if at all.

      In Scholastic Study, Children Like Digital Reading
      “Many children want to read on digital devices, while parents worry technology will distract young bookworms.” 
      Good. Reading does not require net access.  Downloading text is very quick.  The worried parent can take on the task.  A clever kid can beat any parent at need. The usual result is "Ewwww!"
