Tainted Water Poses New Risks at Japan Reactor

Workers at the Fukushima Daiichi nuclear power plant are struggling to contain groundwater that is pouring into the plant’s reactor buildings by the minute.

"First, stop digging"

De-water the area by dropping the water table. 
Do this by driving a well field up hill from the damaged plants.
The water from the wells will be unexposed to reactor core material and can be disposed of to the sea without increased risk.

Reduce the volume of stored water by running it through a reverse osmosis
filtration unit.  Continuous monitoring can be done on the output stream. Dispose of the cleaned water by draining it to the sea.  The "brine" can be stored before or after further reduction by another pass.

Let the engineers work.

We cant get loans.  In times of easy money it is trivial to get a loan but the interest will eat the borrower.

Depressions are hard on people.

Just a really bad idea.

I have put some thought into how much time I spend off the grid and away from a car.  The answer is not much.  The last time I escaped for a few days
I had a crank-up radio.  I got good use from it.
Crank-ups started as clock work radios.  A clock work charger working through a wire would be a more useful device for your problems.  It would go with you and not require sunlight.  Devices could be used while charging.  Solar is good for true "off the grid" use and possibly for on the grid bill amelioration.  Marine battery maintenance is another off the grid use.  When back packing I don't stay in one place in the sun.

Small nuclear reactors, which are considered safer and cheaper than large plants, are winning fans among utilities and government officials.

The argument is fantasy.  
If the reactor is big enough to do useful work it is too big to cool by natural convection.  If it is radiologically hot enough it will require massive shielding to be approachable.  The turbine and generator will require attention. 

Let the engineers work with less input from business management.
