The Social Security system does not require adjustment at this time.
The inflation adjustment could stand some rise.  It has been running low for decades.
The trust fund that is causing the flap is a temporary patch to pay for the baby bust that followed the post war boom.  It will last till 2033.  The trailing edge of the boom will be in their late sixties.  The leading edge will be 88 and mostly dead.  It looks to me that the trust fund will work as intended.
Medicare may need some help.  It will receive help from Obama-care which will pay for hospitals and doctors as Medicare has in the past.

The World Bank is organizing a competition to find solutions that address access to technology in developing countries.

A cell phone cannot supply running water or a sewer or treat waste.
We did these things without computers.  
The process starts with literacy.  It soon goes to books  paper and postage.
The roof is there but it is not dependable.  Books must be drip tolerant.
