The Mekong Delta, Vietnam’s premier rice growing region, is suffering its worst drought since at least 1926, and saline water has swept farther up the delta than ever.

"A 2010 study commissioned by the Mekong River Commission warned against the building of 11 dams in Laos and Cambodia because they would trap valuable sediment and stop it from reaching the delta. The report was ignored, two of the dams are under construction, and the rest are scheduled to go ahead."

New York Prison Guard Is Burned When Package Explodes at His Home

The 52-year-old corrections officer, whose name was not released, suffered serious burns to his hands and arms in the blast in Floyd, N.Y., the authorities said.

"“We’re very confident that others in the neighborhood are not in danger,” Sheriff Maciol said.
He would not describe the package in greater detail or discuss how sophisticated the explosive device was. But he said that it was clear the device was intentionally placed outside the home and that investigators were working to determine who was responsible."

They will not call the package a bomb or the motive revenge.
