Austerity has nasty consequences.

The present problem travels the highway  through Smithers often.
He (probably) lives there or near there. He knew or found the mother's phone number.
Keeping statistics on the traffic should not be hard. 
Matching times and travelers will limit the search to a finite number of vehicles.
Each incident should further limit the search.
A faster result would be better but will require luck.
