The five rooms at the Northport Veterans Affairs Medical Center have gone unused since February because of sand-size black particles falling from air ducts.

The dust is not primarily an administrative problem but an engineering problem.
Funds for maintenance must be found.
After chilling the fresh air must be reheated to reduce the relative humidity of the air.
The duct walls will then run dry.  The particulate problem should not recur.
Get the design right and conditions will stabilize.
The Northport V.A. should hire a competent H.V.A.C engineer.
