The mail service built some of the first through roads, Post Roads. The Rails Have depended on public subsidy from the start. The Erie Canal was a state project. The roads in the north of NY were the military roads. Those Private airports were grass fields, cow pastures. The first purpose built airfields were military from 1914-1918, Again the Post Office Subsidised airmail. This paid the bills for commercial aviation. LaGuardia was the first international airport. Subsidized by the city of New York.The Vanderbilt Motor Parkway Was built privately in ~1910 It was unique in this country until the federal highway program in 1918. These roads are paved and bear US numbers. Limited access roads really began with Robert Moses in about 1930.Congestion pricing will work but does not require the private sector.What we need in the cities are trolley cars. GM killed those to sell buses.

You know that a working engineer in the American idiom spends a great deal of time teaching technique to workers. Having the class solve the design problems of a space ship will teach them to calculate.Another problem of education is to teach composition. Cut and paste does not teach it. Writing from recent reading or from notes does teach it. Spell check will see to the scolding.
