    N.Y.C. Studies Subway Tunnel to New Jersey
    The proposal, to run the subway under the Hudson River, is an alternative to a tunnel plan blocked by New Jersey’s governor.
    The Port Authority can build and operate that tunnel. The MTA cannot. it is beyond their charter. Those are the Port Authority Transhudson Tubes.
    The MTA possibly could lease the track and operate trains.

      The state department is in charge of international relations. The NSA is their covert arm. These guys are doing direct personal diplomacy.
      I expect that state tells the Times What it wants the times to know.
      Hillary has state. Obama Has our nation.  Other parts of government are confused as to what the have.
