    The Security Council approved a measure on Thursday authorizing “all necessary measures” to protect Libyan civilians from harm at the hands of forces loyal to Colonel Muammar el-Qaddafi.

    The Security Council seems to have elected Regime Change.
    This is a more active role than I have seen them take in a long time.
    The Russians did not walk out this time. (1951, Korean war)(Yugoslavia)(Gulf, the encore.)(Afghanistan)

It has to be malfeasance.  The foundation is not directly dependent on investment income. Monies are given to the TRF for the care of horses. Horses are given into care. horses are boarded out, bills come in, money is disbursed.
Money was not disbursed.  The accounts are empty.  The books should show where the money went.  If they do not, prosecution for fraud starts with the treasurer Who is responsible for keeping the records. Then we look at the banks records. And question the book keeper.

    I think they are chasing an  effect rather than a cause.  People congregate around centres of attention. Vary few of which are ambivalent on the happiness axis.
