      Kristof  sees the problem but he sees only some of it.
      A hole in the ground is a well.  Water infrastructure is much more than a hole in the ground.  Much of civil engineering centres on water.

      My argument is with methods, not with observed conditions.
      I observe that reporting is much more closely related to method than some reporters will admit.  
      Second hand reports must be carefully evaluated.
