      I would say no.  I have been looking for the prospectus. I have not found it.  
      The usual situation is that most of the company is owned by a venture capital firm.  Because the stock is not publicly traded there is no market price.   A small block of the stock is placed in the IPO and sold at a set price investors then bid for it in the open market. the bids and asks  establish a strike price which is then the market price.  The venture can then decide whether to sell more, all or none thus waiting for a better price.  The IPO cheats no one. 
      It is willing sellers and willing buyers.  
      Joe Nocera is impossibly naive or the liar I think he is.
