Interesting spaces at low rents are not that so they will not be built. It will take a long deep depression to force the less desirable structures down market.Build the most luxurious up market space possible. Less desirable spaces will be forced down market. Neighbourhood stability is not the goal, habitability and income are. Only a portion can be above average. When the service people can't get to work, habitability goes down and rents go down. Jane Jacobs got it right.
