      The technology required is the Faraday Cage. The prison can be constructed to block the cell phones connection. A passive process. To use a phone, it must be taken into the yard. Once there it commences connecting to the network. the connection process  can be detected thus finding the phone. All of this requires no new technology.

      Would photovoltaic cell phone charging stations do any good?
      The same systems that are lighting Kenya could have a market.

      Helping Grandpa Get His Tech On
      A few days before my 100-year-old mother’s death this summer, she said she had only one regret: not being able to see her family in California again.
      I will get her connected.  The very short memory does not help.
      She likes letters.  They lie around for months but are much sought after.  The mail comes in as soon as it arrives.
