      It would appear that the Emirates are paying him.  The project is probably the suppression of the pirates in a fashion acceptable to the US and Europe. 
      The installed government must be secular and business tolerant.

    State Bankruptcy Option Is Sought, Quietly
    Proponents said some states were so burdened with long-term problems like insolvent pension funds that the only way out might be bankruptcy.
    The states have the power to tax.   Their reluctance to tax does not limit their ability to pay their bills.  They can declare bankruptcy when their richest resident seeks the shelter of the courts from the resident's creditors.
    The "Tough Choices" are the governments. They can tax or they can run away.  Contract law is merciless.

    Google Co-Founder Takes Over as Chief Executive
    Google said its co-founder, Larry Page, would take over as chief executive, replacing Eric E. Schmidt, in an effort to get back to its start-up roots.

    The company started in 1999. It is now a mature business. It can support the play room known as a research lab.  I expect great things from Google.

      GE has been a fan of monopoly since J.P. Morgan built it to control Thomas Edison. Edison quit to go into the recording and movie business.  G.E. never got over it.

    The company said it would lower the price of fresh produce and cut sugar, fat and salt in its house brands, and would press other food manufacturers to do the same.

    They are required by their size to use enormous mono-crop production with long dwells and long shipping.  I don't believe them.
