The Limits of School Reform
What happens outside of school matters just as much as what happens inside.We know that.Ultimately what is required is a public boarding school for children in impossible circumstances. It must not become "Juveile Hall" or some other adjunct of the courts. The residents must be permitted but not required to go home on weekends and holidays. Library cards can be required and computers supplied. After prep the residents are free to go out until dinner. With permission, evening expeditions are allowed.It could perhaps be sold as shelter for the citizen children of captured illegal immigrants.
