      I believe the robber barons are an unnecessary stage. Before them comes the entrepreneurial development. This is a very creative period when patterns are established, resources are found and exploited and wild growth surprises government. It is soon followed by the robber baron stage when business owners move from invention to exploitation and protection. Economists tend to call this rent seeking.
      It is not considered good. Creation at this point is choked off as a threat to established fortunes and position.
