      This is a really terrible move.  It defunds all the federal granting authorities or it should if they mean it.  If they do not mean it, this is window dressing at it's very worst.  Broad brush legislation is rarely a good idea.

      The resource is small and dilute.

    The only possible response to this is   Yes.
    A course development is utterly dependent on the students.  
    The students have very little input in an online offering.
    For a developed course of fixed content it can work.
    Such courses are very little fun.

      What I missed in this is the fact that a leader knows what the destination is.  Losing that knowledge is terminal. 
      I suspect that the US military has forgotten its destination.
      I hope that is not the case.  
      If it is, we are looking at a very expensive period in our national history.

      This is just more fear.  A drunk will either be sober or dead.  The trick is to keep that drunk from killing others on the way.  There seems to be no middle ground in that duality.  
      This is the remnant of prohibition.  The heritage of the WCTU.
