      Media literacy is not enough.  We need critical thinking and an awareness of motivation.
      Most things have a reason for existence.  
      Why someone would pay for whatever is a worthy question and has answers.

      The L.A. Police are a bunch of kill joys.  
      Graffiti is intended to be temporary.  Novices imagine it as forever.
      If I ran that kind of a gallery I would put up clean surfaces and save the interesting results.  Free art could be a wonderful product.  Offer a week's protected display, maybe two for the right to sell the piece.
      A studio and paint would make it irresistible.  How many places would be required to protect the city from the ravages of voluntary paint?
