      Drunks will get drunk.  A drunk is abstinent or dead. They are the only ones who can keep themselves sober.  I would like to help.  This proposed law will not help.  It can only make them broke when they die.

      This fits with my experience. Good to have some numbers to support it.  I know I don't get enough sleep.  I think you don't get enough either.
