    A clash over whether children should be encouraged to sign, at a separate school for the deaf, or should attend 'mainstream' schools.
    Educating a deaf child is expensive.
    Take advantage of the economies of scale and educate them in a separate school.  
    The education is not a choice.  
    Sharing the cost of instruction over several hundred students only makes sense.

      Why we can all stop paying attention to Sarah Palin for a little while.
      I'd rather not see Palin anywhere near the campaign trail, but these days Republicans are all about entertainment rather than governing. How else to explain that no GOP politician is bringing serious ideas to the debates on reforming health care or the financial system. Meanwhile, Limbaugh, Hannity, Beck and all draw millions of eyes and ears. GOP political rhetoric echoes their shock-jock behavior, with an increase in name-calling, audience pandering and efforts to inflame the base. Sarah Palin is good at all those activities. She draws the attention of a lot of people, and not just in the media.
      I have heard little or nothing of Sarah Palin since Rupert Murdoch got himself into trouble.

      The cost of the program in cash is trivial.  The costs in time attention and control are not bugs but features.

    A city or a county might put this program in place. 
    Industrial agriculture would see it as the threat it is and do their best to block it.
