    Republican candidates should work to rein in the E.P.A., making sure it follows Congress's intent.
    The argument is wrong in its assumptions.
    "The E.P.A. today is legislating climate policy under the guise of implementing a statute, the Clean Air Act, enacted in 1970, years before global warming was even a gleam in Al Gore’s eye. This is an egregious breach of the separation of powers. The claim that Congress gave E.P.A. such expansive powers in 1970 but just forgot to tell anybody is absurd.
    This is simply a lie.       Arguments based on it lies.
    Al Gore is a distraction here.  Congress explicitly gave the E.P.A. its powers and we were strongly informed.

    It’s actually the E.P.A.’s cautiousness, and not over-zealotry, where it has taken its lumps.

    There is such a standard. It is "NO!".
    You will notice that there is no chrome plating on U.S. car parts.  The bright work is stainless steel or aluminum.

    All true. The agency has more work to do.  If it regulates green house gasses, as it should, it will face panic from very powerful interests.

As these point out children are curious, profoundly observant and have excellent memories.

They know all the secrets that are and a good many that aren't.
My guess at an approach to the problem is:
Ask what they think the situation is. 
Listen closely. 
Think carefully. 
Tell them what they need to know to guess correctly. 
Answer their questions or refuse to answer
knowing that refusing to answer is an answer.
Reassure them if you can.
