All we have to do is end the oil interests blocking moves.  If some of the inland empire suburbs want to survive they could replace much of their road net with trolly lines.  Connect to a commuter rail line  and a zip car franchise and two supermarkets.  If there were a Farmers Market, a public library and schools it would be a pretty good city.
