It would have to be a floating acoustic or magnetic mine. There is a slight possibility that a gas cloud could have done it but very slight.There was no damage below the waterline. there was distributed damage above it. A large explosive at a distance at or near the surface. Why such a mine would exist is beyond me. If you are going to float a mine, make it a contact mine. Deep water could require a floating mine of this type. The anchored tether rusted off. I would think the deploying state would make it fail safe. Remember I do not have a professional stake in this business.
