An innovative Australian takes a cue from early AIDS fighters to distribute generic new drugs that treat another potential killer, hepatitis C.

The answer to the ethical problem is obvious:
Do it.
I can work out the details.
A problem is that class of drugs whose safety and effectiveness is unknown to the regulatory authorities.
Another problem is the class of drugs that are unsafe and effective.
Yet another problem is intellectual property.
The class of chemicals that are ineffective is not a problem
except when their application intersects with faith.

People should be protected from other peoples religions.
Minor children are a problem we can discuss at length.
