If it is not a business it is a charity and it is neither.The governor knows that the job of government is to "promote the general welfare" it is not collecting payment for services rendered.Government has no duty to show a profit.The state must collect revenues if it is to pay its costs. If it does not collect it must cut costs. It might best do that by reducing police and fire protection, road maintenance and water supply in Republican towns. Place the costs where they belong.
