California’s Prison Experiment

By scaling back punishments for low-level offenses, the state has shown that crime can drop under such reforms.

There is hope for the nation.

A proposed federal rule, to be announced on Thursday, opens the latest front in the long-running campaign to curb unwanted exposure to secondhand tobacco smoke.

In Tokyo, Tsukiji Fish Market Braces for an Uncertain Future

In a city in a rush to wipe away its history, the Tsukiji fish market is a gem that evokes Japan’s pre-World War II past and its love of food.

The business ecology is changing.
The wholesale fish market is moving away.
The retail market will change.  Much will survive.
There will be new jobbers, people who supply the retailers.

This month, the country suspended all flights in and out of the city in response to security concerns that a bomb might have brought down a Russian jetliner.

There seems to be no confirmation of a bomb aboard the Russian plane.

Smoking Returns as a Hot Issue in New York Public Housing

A renewed conversation about limiting smoking in multiple-unit dwellings could at least get things moving toward the right place.

The price of a cigarette is rising toward half a dollar.
Black Market tobacco is already a problem for the state and the federal governments.

https://en.wikipedia.org/wiki/Tobacco

"Tobacco use is a risk factor for many diseases, especially those affecting the heart, liver, and lungs, as well as many cancers. In 2008, the World Health Organization named tobacco as the world's single greatest cause of preventable death.[1]"

https://en.wikipedia.org/wiki/Nicotine

"Nicotine is addictive.[11] In lesser doses (an average cigarette yields about 2 mg of absorbed nicotine), the substance acts as a stimulant in mammals, while high amounts (50–100 mg) can be harmful.[12][13][14] This stimulant effect is a contributing factor to the addictive properties of tobacco smoking. Nicotine's addictive nature includes psychoactive effects, drug-reinforced behavior, compulsive use, relapse after abstinence, physical dependence and tolerance.[15]"

Alcohol prohibition was tried and failed in the U.S.
The prohibition of opium and its derivatives is failing.

Another method of control must be found.

The Secrets in Greenland’s Ice Sheets

By studying the largest glaciers on earth, scientists hope to determine whether we’ll have time to respond to climate change or whether it’s already too late.

We are committed to a disaster.
The scale of the disaster depends on when the carbon content of the air stops rising.
To avoid the disaster the carbon in the air must immediately fall to preindustrial levels.

Senate Approves Research Into Combat Effects on Mental Health

Research into veterans’ suicide received a lift on Tuesday with Senate passage of a measure requiring an independent research program on the effects of combat service on suicide rates and other mental health issues among troops and veterans.

I would point out that we do not know enough about mental health, stress and suicide.
If the research can be funded as a military related project it is better as the funding will not easily be cut.
I find I do not mind which pocket the funds come out of if the results of the research are published and available to all.
