Officers stood by, and one even watched, during a prisoner’s assault on another inmate in 2014 at the Greene Correctional Facility in Coxsackie, records show.

The guards behave as a gang administering extralegal discipline on those in their charge.
Things could be different if the prisoners had more access to the legal system; The prisoners should be allowed to call the cops and receive a civil response.
