How to Transform Penn Station: Move the Garden

It is encouraging that Gov. Andrew M. Cuomo has championed Penn Station’s cause, but he’s passed on the really big idea: moving Madison Square Garden.

Stop trying to monetize the transportation nexus.
Build the shuttle to Grand Central.
Build the freight tunnel to Brooklyn.
Build the additional tubes across the Hudson.
