Nothing Is Easy in Illinois

Some years ago motorists in Illinois had to pay their auto registration fee with a check made out to the Secretary of State by name. A friend of mine (from NH) objected but I told him that it was just a formality. Turned out that the S of S had closets full of shoeboxes full of checks, a few of which he'd cash from time to time. I guess that nobody ever questioned why most of the checks were never deposited.

I am not sure I can believe this. None would question The form or the payment as long as the registration arrived. Why did it show? who covered the fee?

Who reviewed the proof from the printer?

how did the checks get from the DMV to the Sof S?

Where were the papers?

Smells of urban legend.
