Shutting the troubled New York City jail complex has been considered before, but major issues — reducing the population, community opposition to new jails, financing — are still there.
There is no need to close Rikers Island.
There is a need to civilize it.
Start by rebuilding the jail complex in stages.
While that is happening stop holding lesser miscreants.
Same day trials will relieve the crowding.

The children who do better.
