Los Angeles prosecutors have filed criminal misdemeanor charges against Southern California Gas Company for failing to report a huge natural gas leak that began in October.

Los Angeles prosecutors can be considered to be piling on.

The gas company has acted promptly to stop the leak.
An old well has blown out unexpectedly.
A "bottom kill" process was started promptly. 
I assume the well casing would not hold an emergency valve.
