New York City has taken an important step in agreeing to sweeping policy changes to settle a long-running legal battle over abuses at the jail.

Policing policy has resulted in the tumor named Rikers Island.
The effect is imprisonment without trial.
The effect is a violation of the Sixth Amendment of the U.S. Constitution.
"We can't afford it" will not win in court.

A New Playground in the Bronx Soaks Up the City’s Problematic Storm Water

Excess storm water leads sewers to overflow into local waterways, which the city’s Department of Environmental Protection is battling with a 20-year, $2.4 billion plan.

It is good work.
These are small patches on big problems.
The storm water should go to wet lands.
The city has converted its fresh water wetlands into developed real estate.
Combined sewers are an error in need of correction.
Storm sewers would be better though not good.
They will move the dirt in the streets to the waters.
They will relieve the sewage treatment plants of the pulse loading from the weather.

Urban ground water only means wet basements.

Armenia’s ‘Electric Yerevan’ Protesters Return to Streets Despite Arrests and Water Blasts

Thousands of protesters confronted riot police in the Armenian capital, Yerevan, for a second night on Tuesday.

The electric utility is charging more than the traffic will bear.

Armenians can use less or buy generators or solar panels.

They can try regulation.  It will provide temporary relief.

Electricity in Egypt is illustrative.
