Collection points (holding cells)  must schedule pickups daily. 
Drinking water should be constantly available after an initial health check and rehydration.  Minors should be fed on arrival and about four meals a day. 
The primary task is to get them off the border and into care.
Their location will be known when a next step is known.
We are not going to send them back without arranging a friendly welcome.
These children are trusted to our care.

There is no lack of band width in a fiber optic connection.
Fiber optic connections can splay out to any number of class rooms.
The crowding takes place at the radio frequency wifi routers.
More spectrum for Wifi will help when the standards change.
The F.C.C. can help with the standards. This is a matter of rules rather than cash.  There will need to be new equipment to fit the new rules but the schools can deal with that.  Equipment is not a big cost these years.
