The medications that are used to treat malaria are losing effectiveness. This is a grant driven program to use these medications prophylacticly while they work.
there is a progression of combination treatments that replace treatments as they fade in effectiveness.  The progression needs to be managed.  The funds for management are not yet available.

Management should be simple.  Ask if treated people are sick.
If no, continue. If yes, go to the next protocol.
It is power and an opportunity for corruption.
A vaccine looks to be about ten years away.  
The prophylactic program is needed for a limited time.

It looks like a good idea.
