Floyd Norris fails to mention the basic problem.
In a public company there are two sets of accountants who should be independent.
There are the book keepers who report to the managers informing them as to day to day performance. 
There are the public accountants,the auditors, who report to the stock holders and are paid by the board of directors.
The two functions operate under different rules.  The rules are different in different countries. There are advantages and penalties built into the rules.
It matters how things are reported.
