With college prices in the hundreds of thousands of dollars, more middle-class families are looking for ways to spend less for quality education.

Old operations have been moved overseas.  The industrial managers have been stranded here with reduced income.
Their children understand the value of education but are without the necessary resources.
Academic institutions have been producing doctorates beyond their capacity to employ them.  Communities and sovereign states are solving this double bind with WPA type 
projects called community colleges which use surplus academics to instruct surplus managers through their foundation work.
The system cuts a third to a half off the cost of an elite education.
