Steam Radiators Can Burn but Are Rarely Deadly

A doctor said he had never heard of a steam radiator causing death, like those of a two sisters in the Bronx. Burns are more common, but rarely fatal.

Incompetent reporting.
The boiler must deliver steam to the radiators at more than atmospheric pressure.
The children were steamed as vegetables are steamed.
The radiator steam line to the room with the children was open.
Cursory inspection will show where it was open and, more importantly,  how and even why it was open.
Eventually there is a conviction for manslaughter in this incident.

The progress will not be fast or sufficient to slow global warming.

Slow starvation kills more slowly.
