Lead Tests on New York City Schools’ Water May Have Masked Scope of Risk

Officials said that fewer than 1 percent of samples taken had elevated lead levels. But a review of how the tests were conducted raises questions about the accuracy of the results.

The city saves money where it can.
The toxic nature of lead pipe became common knowledge less than a generation ago.

https://en.wikipedia.org/wiki/Pipe_(fluid_conveyance)#Materials
"Lead piping is still found in old domestic and other water distribution systems, but it is no longer permitted for new potable water piping installations due to its toxicity. Many building codes now require that lead piping in residential or institutional installations be replaced with non-toxic piping or that the tubes' interiors be treated with phosphoric acid. According to a senior researcher and lead expert with the Canadian Environmental Law Association, "...there is no safe level of lead [for human exposure]".[3] In 1991 the US EPA issued the Lead and Copper Rule, it is a federal regulation which limits the concentration of lead and copper allowed in public drinking water, as well as the permissible amount of pipe corrosion occurring due to the water itself. In the US it's estimated that 6.5 million lead pipes installed before the 1930s are still in use.[4]"

Back to School With Budgets Still Tight

In several states where school budgets have still not recovered from the recession, lawmakers — not the economy — are largely to blame.

"But in states with the biggest school-budget cuts, much of the pain is self-inflicted, because they have cut income taxes in recent years, creating budget shortfalls that make it impossible to adequately finance their schools. Kansas is the most notorious for such counterproductive tax cuts; other offenders include Arizona, North Carolina, Oklahoma and Wisconsin. Oklahoma, in particular, is vying with its neighbor Kansas for the title of most fiscally reckless."

World’s Oldest Fossils Found in Greenland

The find, thought to be layers of sediment packed together by microbial communities living in shallow water, could alter our understanding of how life evolved.

"If life on Earth did not begin until after the Late Heavy Bombardment, then it had a mere 100 million years in which to evolve to the quite advanced stage seen in the new fossils.
If so, Dr. Allwood wrote, then “life is not a fussy, reluctant and unlikely thing.” It will emerge whenever there’s an opportunity."

All life is hungry.  The niche was quickly filled.
