The river, contaminated by a mine waste spill, reopened after the waste reached Lake Powell, a reservoir 300 miles downstream that feeds the Colorado River.

New Monitoring Program Aims to Keep Youths Out of Rikers Island

The Manhattan district attorney’s office plans to launch a pilot program in September that will use the GPS in smartphones to track defendants awaiting trial, which may help prevent them from being sent to Rikers Island.

The selection process is a weak point.
Another is the scale of the program.
A third is the large population already damaged by jailing.

The bail or jail pretrial system must end to stop the flow to Rikers.
The backlog already imprisoned at Rikers must be cleared.
Rikers Island should be empty of unconvicted persons not employed by the courts.
