Legislation looks to be a practical approach.
The reason not to hire is the same inability to do the job as for men.
The reason not to pay the same rate for the same work is incomprehensible.

California: Pumping of Water Speeds Sinking of Land

Vast areas of California’s Central Valley are sinking faster than in the past as huge amounts of groundwater are pumped during the drought, NASA said in research released on Wednesday.

California must end first use water rights.
All water in the U.S. must be rationed to the rate of annual recharge.
The rationing authority could best use the data from the previous year along with the individual annual usage from the previous year.
Ending unlimited drawing will cause powerful screams as it is a major "Taking"
Eminent domain should enable the act.  Annual inflation adjusted payments attached to land title may require enabling legislation but should make the change possible.
I am not certain how to adjust for commodity price variations.

We do impose zoning.

When a River Runs Orange

If we don’t update our 19th-century mining laws, polluted metal-laced water will be coming to a river near you, and sooner than you think.

The "moral hazard" of the mining laws was obvious to the authors of those laws.
Mining is not allowed in the national parks.
A mine is a well with a pump. 
When the pump goes away it is just a well.
The water in the hole is the local ground water without the filtering effect of the the soil.
If people object to the well it can be plugged with concrete for a price in carbon and aggregate. 
As always the question is who pays to fill old abandoned holes.
The super fund exists to pay those costs.

The Upper West Side for a Lifestyle Change

Gail Reiken Tuzman went looking for a one-bedroom to rent on the Upper West Side.

City living is not attractive to me as yet.  I do not expect it to be attractive for a couple of decades.
At that point assisted living may be a better deal.

I am certain there is a limit to urban rent.
I have not found such a limit.

Jairisa Galindo, 18, who was struck by a car as she pulled a toddler in a wagon, who was killed, died one day after the crash, the authorities said.

Cars kill pedestrians.
Do not demand the right of way.
The dead cannot argue and shooting drivers is not an approved action.

I am puzzled.
The motive in the attack was political.
The button men are deniable.
It matters why the attack was made.
We are not told and will not be told.
It could be tongs or patriotism or an independent criminal or government action.

A large study following 100,000 patients with ductal carcinoma in situ for 20 years raises doubts about the standard treatment for the conditions.

" Because pathology is subjective and the stakes with cancer so high, she might want to get a second opinion. If the diagnosis is D.C.I.S., most doctors would urge treatment until a study shows it is not necessary. But some women are choosing not to be treated while getting frequent monitoring. Dr. Laura Esserman, a breast surgeon and breast cancer researcher at the University of California, San Francisco, is following women who select this course. But, she cautions, “it is not for the faint of heart.”"

The diagnosed have another choice.

Even before three firefighter deaths Wednesday, fire managers had been struggling to find enough staff to combat blazes in the Northwest and Northern California.

There is no guarantee the dry forest will not burn.
Fighting all fires in wetter years has proved to be a mistake.
The choice of which fires and parts of fires to fight is political this year.
The Legislatures will decide where the Forest Service and Park Rangers cannot choose.

Liberals and conservatives alike must answer for how the criminal justice system has been unleashed upon black people in this country.

The question is proper.
Hillary Clinton is not required to answer it.
Whatever her answer it will be more satisfactory than that of her opposition.

In national politics I must deal with possible relative merits.
I will not make the perfect the enemy of the possible.

The sergeant, Joel Doseau, 43, who was accused of having sex with an underage girl he met online, was arraigned this month on 40 criminal counts.

His life was over.
He lacked the will to rebuild after prison if he could survive imprisonment.
Survival was unlikely and life as a registered sex offender was intolerable.

Judge Says Hillary Clinton Didn’t Follow Government Email Policies

Judge Emmet G. Sullivan also set steps for the F.B.I. to examine Mrs. Clinton’s server for messages she may have deleted.

"In a statement, a spokesman for Mrs. Clinton defended her use of the account. “Hillary Clinton’s use of a personal email account was consistent with the practice of other secretaries of state, and permissible under the department’s policy at the time,” said the spokesman, Brian Fallon."

Some judges are much more political than we wish.

The decision will be appealed.
