I am not ready to write effectively on what promoting the general welfare means. Business is a tool. There is a difference between entitlements and charity. Entitlements are usually set as insurance of some kind. Not all insurance is prepaid.
The risk that a person will age out of the working population is spread over the working population. This is social security. The risk that the aged will require medical care is spread with the same mechanism under the label medicare.
Welfare and medicaid are mostly charity. Our nation seems not to do public charity well.
I am not sure that we do public charity at all.
Where do public health, fire and building codes come in? The FDA and the EPA?
Rhetorical questions for another day.
