Power costs in the New York area have hovered around $.20/KWH for the last thirty years. I do not see roofs blooming with photovoltaics.

I want to see the spread sheet on this calculation. I suspect many costs of NIMBY

and political resistance as well as the inclusion of unrealized scale savings and externalized costs.
