One hundred years ago congress decided that addiction was a moral failure of the individual addicts.
As such it was properly the business of the churches.
The government instituted prohibition.
Only alcohol has been partially freed from that evil ruling.
Tobacco was not included in the prohibition.
Addictive substances are destructive traps for individuals.
In so far as I can I will campaign against both prohibition and addiction.
