In a motion described as a placeholder, few details were offered about the reasons Dzhokhar Tsarnaev’s lawyers plan to use in arguing for a new trial.

It will keep him off death row for a time.

 No.

Suit Accuses New York City and State of Keeping Children in Foster Care Too Long

Mismanagement, incompetence and a lack of urgency in agencies prevent children’s speedy return to their birth parents or timely adoptions, advocates say.

The foster care system is broken.
Even broken it is better than the alternatives I can think of.

Letters to the Editor

Readers respond to articles in Science Times

Learning is a good thing.
If meningitis were to perish it would not sadden me.

Gene editing will produce some bad results as we learn.
It should never be required.
It offers the hope of healthy children to people without such hope.

The Democrats’ Fractured Views on Trade

It is hard to assess conflicting arguments over trade deals, because both sides assign far too much importance to individual deals.

The nation should sell more and buy less.
We need more inflation.

Global Poverty Drops Sharply, With China Making Big Strides, U.N. Report Says

The conclusion came in a final report on the successes and failures of the Millennium Development Goals, a set of targets established 15 years ago to improve the lives of the poor.

I would like to believe them.

W.H.O. Is Not Equipped to Handle a Crisis Like Ebola, Report Says

An independent panel said in a report released Tuesday that the World Health Organization was sluggish, financially unprepared and overly reliant on “good diplomacy.”

The U.N. is intentionally not a government.

A Conversation With Tobias Oriwol

Mr. Oriwol, 30, is a former Olympic swimmer and now a project developer at Monadnock Development in Brooklyn. He is overseeing the city’s first microapartment complex.

I have possessions I like.
Monkish cells are fine for people without histories.

A Mission for Citi Bike: Recruiting More Female Cyclists

Women make up just under a third of the membership for the New York bike-share program, and persuading more to join is seen as vital to its success.

An early thing to learn is the adjustments that make the bike comfortable.
Next, in hot weather, do not hurry.
Bike lanes are considered one way.

Gigot de Mer à la Provençale is seasoned with rosemary, thyme, bay leaf and garlic, and served on a bed of ratatouille.

Jared Fogle and Subway Suspend Ties After Raid at His Home

It’s time for Greece to Leave the Euro

The euro zone is only hurting itself by trying to keep Greece as a member.

Families are not sovereign nations with the possible exception of the Windsors.
https://en.wikipedia.org/wiki/House_of_Windsor
Greece will be pushed from the euro by the intentional implosion of the Greek banks.
The exit will not be orderly.
Greece has already suffered the pain of depression.
Yes, it is time for Greece to leave the euro and build an economy.

Supreme Court Justices Send Signals to Request Cases They Want to Hear

The Supreme Court’s next term, which starts in October, will feature three cases brought at least partly in response to justices’ invitations.

The conservative faction of the court feels a need to hurry.
That shows long term promise and short term trouble.

California Drought Sends U.S. Water Agency Back to Drawing Board

The Bureau of Reclamation, which runs a vast network of dams, reservoirs and aqueducts across the West, is taking a hard look at its infrastructure.

The farmers will probably survive.  The fish will die and species will be lost if the rivers slow too far.

Germans Forget Debt Relief History Lesson in Greece Crisis

As policy makers know well — and Germany perhaps better than any — major debt overhangs are solved only by writing down the debt. And the longer the delay, the deeper the pain.

Germany will not remember.
Some Germans may remember in silence.
I was shown works of Leni Riefenstahl.

Argentine Judges Allowed to Resign After Child Abuse Ruling

The two judges had cut a convicted child abuser’s sentence in half because they claimed the 6-year-old victim had displayed homosexual tendencies.

The Judges have shown themselves to be incompetent.
The means of their removal is immaterial.
The fact of their absence is what matters.
The prisoner will not survive with the "short eyes" label.
