Mr. Cloonan said the analysts did not always share the “camaraderie and esprit de corps” that agents had with one another. “Street agents are street agents,” he said, adding that he still heard grumbling from former bureau colleagues about some analysts who earn more than they do."

Intelligence, foreign and domestic is not a police function.
Assigning the intelligence function to the police was a matter of convenience.
Congress assigned long term thinking to the executive branch when Thomas Jefferson was president.  The State Department is supposed to deal with long term foreign intelligence.
The Republicans may have forgotten.

It now is overloaded.

The investment appears prohibitive in our political circumstances.

Higher fares will limit ridership.  It is a solution that will destroy the service industry in the inner city.
There are no slums to house the workers.
The slums house the middle class and the children of the rich.

In a precedent-setting decision, an immigration appeals court on March 12 upheld a deportation order for the official, Gen. Carlos Eugenio Vides Casanova, finding that he had participated in torture and killings by his troops when he was the highest Salvadoran military officer. The court found that Gen. Vides had aided a cover-up in the killings in 1980 of four American churchwomen. He has been living as a legal resident in Florida since 1989."
