The newspaper, Süddeutsche Zeitung, reported that American intelligence services began monitoring Chancellor Gerhard Schröder after he opposed the Bush administration’s plan to go to war in Iraq.

The story is interesting in its implications.
The U.S. was not monitoring the German Chancellor before 2002.
The monitoring began at the behest of President G.W. Bush.
There seems to be no way to stop the monitoring.
