Tacloban is suffering from an inability to subdivide the job of recovery.
I am coming to the conclusion that it is impossible to re-engineer a ruined city.  One can do water and sewer and the power and telecommunications.
The land titles and the associated  street grid must be left as they were.
Begin at the power and water and sewer and work serially.  If things are disputed, skip them and come back when the disputes are settled. Money to pay the workers must be found and disbursed.  There will be no taxes and few fees until the city is working again.
