There are at least three kinds of activity discussed here.
There is curatorial work. 
The team knows this kind of preservation.  Paint chips are collected and glued back in place. Missing areas are infill painted in reversible fashion.
No old work is destroyed or covered.  The result is as close to what was as is possible working with what is.  The result is a monument of the past.
There is restoration.
This destroys the old work and replaces it with an attempt at a faithful copy.  The effigy of the work stands though the quality that made it powerful is almost always lost. 
There is renovation.
Old work is replaced by new.  The ideas are often preserved  but the work is balanced for the light and pigments and the skill of the renovator.
Renovation is the process executed on the walls in question.
