Last Teacher In, First Out? City Has Another Idea
Unless these decisions are based on peer review, they won't be trustworthy. Anyone who thinks the pressure won't be on to find the highest paid "weak links" is naive. The whole reason the seniority system exists, the reason unions exist, is because you can't trust management especially where dollar signs are involved. If tenure were a matter of peer review, this wouldn't even be an issue.
