They have taken their costs as post graduation service.The Landgrant colleges have not charged tuition to state residents.There are endowed schools that do not charge tuition. Cooper Unionand Webb are two that spring to mind. Competition for the available places is very stiff.The "plan" is equivalent to "Every Man a King." Better to update "The G.I. Bill". That will not happen with the Republicans we have in control. -

Jim Cooper is not a moderate. He is a Dixicrat.
What he is regretting is more the departure of his power than any change in political alignment.As is pointed out the changes in the congress are not the doing of the Democrats. They attempt to compromise repeatedly and are rolled by the Republicans.Any action at all for the next year and a quarter, until after the new congress is seated, will be bought at the price of further advances of the Republican agenda.The disasters of inaction are the result of Republican plays for power. We really must make that very clear. -
